Power Supply in a computer is needed to convert house voltage (115V AC), to the DC voltages needed by the computer. 5 years ago, power supplies typically were 200-250Watts. That was enough to handle computers at that time. Today, a common power supply may be 400-750W, because of the faster CPU's, better video, USB devices, etc . I have found that there is a big difference in quality between inexpensive power supplies, and better power supplies.
When upgrading a computer, you may need a better power supply, if you are adding higher wattage components. You do not change power supplies with laptops, because generally you don't upgrade laptops! You just buy a new one!
Computer Novices do not normally consider replacing a power supply, because of the complexities involved! However, as they are not real expensive, computer technicians can replace these at a modest cost, for most repairs. Upgrades, could be another story!
